Recommend & suggest the most economical operation of power generation assets within project & contractual constraints; provide recommendations on reduction in power generation capacity by coordinatingwith Power Generation, Power Delivery, & Environmental Affairs to ensure economical balancing of all constraints on generation; develop, model, & implement strategies and operating procedures to meet regulatory requirements; update, analyze, & maintain statistical models based on operational data; conduct, attend, & prepare for scheduled an unscheduled coordination meetings with Grant PUD employees, other power generating organizations, & regulators- Maintain working relationships with Grant PUD’s medium to small power purchasers; design, analyze, & solidify overall contract strategies for sale of power generated from Grant PUD assets; assist in the development of contractual language, rules, policies, and procedures; report contractual status tostakeholders to enhance negation terms, conditions, & pricing to ensure all requirements are accurately negotiated, executed, and satisfied; act as main point of contact between internal & external parties during the contract life cycle; analyze potential risks, resolve existing contractual conflicts, & monitor payments- Participate in small project analysis; identify, analyze, & recommend project metrics, standards, & objectives for the consideration of key stakeholders; make recommendations on various upgrades, sale of power generation contracts, and decisions on Mid-Columbia Hourly Hydraulic Coordination; collect, interpret, & analyze various sources of information and data- Assist in the negotiation & recommend entering wholesale forward power, transmission, options, renewable energy credits, & financial transactions to mitigate Grant PUD’s market risk exposure; advise on relevant practices and criteria impacting the Western Electricity Coordinating Council or other energy relatedforums.

ABOUT JAMES DYKES
Dynamic with a “hybrid” approach. People and connection focused first. Engineering and technically trained to determine intricacies of how something functions and operates, but love to apply the finesse required to administer, market and ultimately complete tasks at hand while helping others grow and learn along the way. As such, I have produced healthy, consistent results for Avista and all my previous employers. I received my B.A. in Business Administration from Whitworth University in 2009. It was there that I developed my passion for business, my faith in our Lord and met my wife, Krista. Krista and I now have a eleven year old daughter named Kamryn and a seven year old daughter named Elsie who are the \"apples of our eye\". In March 2023, I lost my wife tragically and suddenly, and unsure of what the future holds besides holding onto what matters most (my daughters and my friends/connection) while letting go what no longer serves me whole retaining the lessons learned along the way. Prior to joining Grant PUD, I worked at Avista, Benton PUD, Franklin PUD, Lockheed Martin, US Bank, a small CPA firm, a golf course and farming on the family farm. I plan to return to school in the fall of 2025 to achieve my Masters.
