I have been working almost exclusively on the Digital Transformation of Screening programme for the last four years, and have an in-depth knowledge of the architecture for all of the English Screening programmes. This includes knowledege of IT, data and operations as well as how each screening programme can transition to the emergent National Screening Platform.This exciting multi-year initiative will have a lasting effect on how the UK can manage national scale personalise health screening.

ABOUT CHARLES HOOPER

I am an award-winning, innovative and commercially astute Board-level CIO/CDIO with an MBA from Cranfield. I have worked on most the adult programmes in England including Breast, Cervical, Bowel, Diabetic Eye and Abdominal Aortic Aneurysm. I like to think I have one of the broadest views across all adult screening programmes in the country; I have deep knowledge of screening projects for data, cohort identification, multichannel communications, clinical management and reporting & analytics. Most recently, I have been working on the NHS England Digital Screening programme which aims to improve the digital aspects of the screening services. It has been fun, fascinating and frustrating in equal measures.I started working with IBM in April 2018 as part of the re-invigoration of IBM’s Health and Life Science Team. My primary focus at IBM is on Population Health Screening with an additional interest in Phase 3 Clinical Trials. During the Pandemic, I worked with NHS DigiTrials to provide the data to the RECOVERY Trial to prove the efficacy of several existing treatments for Covid-19.Before IBM, I worked as an independent contractor. I provided healthcare and life science companies and charities with CxO level experience and practical assistance with advanced data analytics, interoperability and enterprise architecture. Clients included Association of Chief Executives of Voluntary Organisations, Water UK, Asthma UK and ProtasMy most recent in-house role was as CIO on the Executive Committee of Marie Curie, the terminal illness charity. I created and ran a number of significant improvement programmes including: implementation of new clinical systems in the 9 Hospices for 500 clinical and administration staff; rollout of mobile technology to nurses; refresh of all IT infrastructure (inc EPOS) for all 190 shops across the UK; rebuilt the Digital and Analytics teams; and move all application hosting and email to the cloud.I have built a career on assisting organisations design and implement architectures for complex data and information related transformations. These include: assisting NHS organisations build Information Strategies; creating the data collection strategy for the Police National Database; and defining the ERP based reporting strategies for FTSE100 Companies.In addition to my experience in large organisations, I have worked for three start-up internet companies, one of which, Interactive Investor Ltd floated on AIM and Nasdaq in I have consulting experience from my time at Deloitte, Capgemini, KPMG, EDS and IBM.
