ABOUT HAROLYN NIMMO

I am a public health and human services systems transformation leader who builds the infrastructure, strategy, financing, operations, partnerships, and workforce capacity, that allows communities to thrive. My work centers on one core belief: every person deserves justice, equity, access, dignity, respect, and resilience, and public systems must be designed to deliver exactly that.Over the past decade, I have led major organizational, operational, and public health initiatives across Wayne County, the City of Detroit, and community health institutions. My leadership integrates strategy, data, financing, quality improvement, and community voice to strengthen programs, modernize government systems, and improve health outcomes for historically marginalized populations.I have secured, co-secured, or administered over $16 million in federal, state, local, and philanthropic funding, including awards from FEMA, HUD, MDHHS, the City of Detroit, Blue Cross Blue Shield Foundation, the Kresge Foundation, and others. These investments have supported public health modernization, violence prevention, environmental health, COVID-19 response, CHW workforce expansion, SDOH integration, housing stability, and community-centered outreach.In my roles, including Deputy Director and Chief Operating Officer for Wayne County Health, Human & Veterans Services, I’ve led systems-level strategic planning, redesigned financial and operational workflows, expanded quality and planning units, supported multiple accreditation processes, and strengthened countywide partnerships that connect government systems with community needs.Across every position, I’ve been driven by a commitment to build systems that work for people, systems that honor community voice, create opportunity, and produce measurable, sustainable impact. I thrive at the intersection of vision and execution, bringing together government, philanthropy, community organizations, and healthcare partners to advance shared goals.
