ABOUT GARY JONESI
National leader on environmental law and clean renewable energy issues, at EPA Headquarters since 1985. Served as a hazardous waste enforcement Branch Chief, Department of Justice Special Trial Attorney, liaison to the Obama White House Counsel\'s office, and as the National Coordinator for the Clean Renewable Energy Opportunities, Administrative Litigation, E-Discovery, and Audit Policy programs. Adjunct law faculty for 15 years, author of environmental enforcement articles, and frequent speaker at environmental conferences. Led EPA’s efforts on some of the largest and most significant environmental enforcement cases ever brought, including managing EPA’s defensive discovery efforts in the Deepwater Horizon (DWH) oil spill litigation and the demonstrative exhibit presentation and meet-and-confer process during the DWH civil penalty trial that resulted in a $20.8 billion settlement, Graduate of DOE\'s National Renewable Energy Lab’s highly selective Executive Energy Leadership Program and an online Stanford University renewable energy program, and increased by more than 100% on an average annual basis the number of enforcement cases that incorporate clean renewable energy projects as EPA\'s inaugural Clean Renewable Energy Opportunities (CREO) National Coordinator. Completed 2020 yearlong Brookings Legislative Fellowship with the Senate Environment and Public Works (EPW) Committee under Ranking Member Tom Carper (D-DE), becoming a key contributor on EPA oversight issues involving environmental justice, the impacts of the Covid-19 pandemic on EPA operations, and numerous climate, clean energy, and air pollution concerns. Worked closely with the EPW climate issues team that drafted and negotiated legislation enacted on 12/27/2020 to phase down the production and import of 85% of climate-harming HFCs by 2035, extend the Diesel Emissions Reduction Act through 2024, and promote carbon capture use and sequestration, including direct air capture technology.
