ABOUT ROSE MARTIN
I’m a government systems strategist, policy advocate, and community psychologist working at the intersection of data, governance, and structural reform.Currently, I serve as Director of two government advisory boards in Miami-Dade County:• The Dr. Jorge Antonio Social & Economic Development Council, where I lead initiatives focused on structural economics, demographic analysis, and policy recommendations rooted in high-impact research. From addressing population undercounts to highlighting the fiscal implications of federal data gaps, our council produces economist-led reports that directly inform resource allocation, funding equity, and long-term county planning. My role centers on translating this rigorous data into strategic guidance for policymakers, stakeholders, and the public.• The Miami-Dade County Commission for Women, where I direct countywide policy recommendations and legislative strategy guided by the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). I lead the development of the recommendations, disaggregate data by district to drive localized action, and convene community voices with governing institutions to advance rights-based governance solutions. With a doctorate in Applied Learning Sciences from the University of Miami and a background in history, systems thinking, and community transformation, I bring an interdisciplinary approach to every leadership table. My work is defined by a belief that good data doesn’t just inform- it activates, and that public leadership requires both strategy and humanity.Whether I’m presenting findings before the Board of County Commissioners, designing frameworks for institutional reform, or facilitating roundtables between community members and decision-makers, my focus is consistent: to make the invisible visible, and to re-engineer systems so they serve the people they’re meant to protect.I’m currently exploring strategic collaborations, speaking opportunities, and senior leadership roles in public innovation, applied policy, and systems-level change.
