Monitoring of prevailing wage requirements including but not limited to: review weekly Certified Payroll Reports (CPRs) and supportive payroll records (fringe benefits statements, employer training fund contributions, payroll deductions, apprenticeship registration, daily inspector records etc.) submitted by primes and subcontractors; perform labor field visits and interview workers to validate CPRs; monitor use of apprentices and hourly ratios; communicate with contractors to resolve discrepancies/inadequacies related to CPR submittals, utilization of apprentices, wage violation/infractions and report to management recommendations for corrective action be taken immediately; participate in pre-bid, pre-con and resolution meetings; prepare variety of reports to the principal and management routinely or as requested. Identify projects that may be subject to prevailing wage enforcement and register in Elation and PWC-100, attend progress meetings on an as-needed basis Project Labor Agreement monitoring including but not limited to: collect, store, and distribute Agreements to be Bound from each contractor performing work; respond to PSA questions/concerns that may arise from contractors, Local Affiliated Unions and construction workers; prepare variety of workforce reports using certified payroll data to determine compliance with PSA; track local worker hiring goals; assist with coordinating of pre-job meetings, present reports and workforce requirements Review and approve vouchers/pay applications for all BART construction projects, professional and service contracts, Purchase Orders for BHQ and other BART buildings to ensure certified payroll submission prior to approving progress payment, notify management as to any irregularities so management can take prompt action.
