ABOUT BRENDAN HALEY
Brendan is a senior director at Efficiency Canada, the national voice for an energy efficient economy. Brendan has a PhD in Public Policy from Carleton University. His thesis examined the role of traditional natural resource sectors in Canadian low-carbon transitions, drawing insights from Canadian political economy and technological innovation system frameworks. He was awarded the prestigious Banting Post-Doctoral Fellowship from 20••••18 at Dalhousie University’s School for Resource and Environmental Studies. He has provided strategic advice and written on energy and innovation policy for organizations such as the Smart Prosperity Institute, the Canadian Centre for Policy Alternatives, the Pembina Institute, the Broadbent Institute, Dalhousie University’s Eco-Efficiency Centre, and the Acadia Centre. At the Ecology Action Centre, Brendan was the catalyst behind Nova Scotia’s energy efficiency policy framework. He helped forge the stakeholder consensus that led to the creation of Canada’s first energy efficiency utility, Efficiency Nova Scotia. Through his work on energy efficiency, political economy, and green industrial policy Brendan has maintained an interest in the unique energy transition issues confronted in the Canadian context. He has focused on finding policy approaches that can build supportive political coalitions, confront structural barriers, and identify sector and regionally specific transition pathways.
