My work in the Science and Emerging Technologies (SET) team ranges from large theory based evaluations to futures and foresight studies on cutting edge tech developments. I lead teams on projects and proposals, as well as contribute actively to people development initiatives within the company. I am part of the evaluation methods reading group and maintain a strong interest in theory based methods in evaluation.

ABOUT BILLY BRYAN
I am a senior space strategist at the UK Space Agency. I was a Research Leader in the Science and Emerging Technology (SET) team at RAND Europe, leading the space policy business area. I worked on over 80 projects, mainly on Science, Technology and Innovation policy. I have expertise in space policy, international development, research and innovation, green innovation programmes and higher education, in the UK and internationally. I worked on projects for major national and international clients, including: the UK Space Agency, MoD, DESNZ (UK), UKRI (all entities), the European Commission, Wellcome, the British Council, FCDO, Nuffield Foundation, Royal Society and many more. Flagship projects that I managed include: evaluation of the UK\'s investments into ESA, a long-term strategy for the UK\'s spend into ESA, UK space agency’s Earth Observation programme evaluation, UKRI’s future leaders fellowships evaluation, foundation evaluation of the GCRF (BEIS), BEIS demand side response innovation programmes, and two studies for UKRI and BEIS to assess their responses to the COVID-19 pandemic. I also lead RAND\'s evaluation training internally and have led such training across government departments.I am an active volunteer at board level with extensive governance experience. I am currently a member of the Government\'s Evaluation and Trial Advice Panel (ETAP) under the Evaluation Taskforce. I was a trustee of Sussex Students\' Union (and Chair of the People and Pay committee) for four years, a former vice-chair of governors for three years at a Brighton primary school, and am currently an advisor to Rocket Science ltd.I am working on the perceived value of the doctoral degree with Dr Kay Guccione (University of Glasgow). Our first paper (2018) has been presented at international conferences and a second paper has been presented at Cambridge ThinkLab and EU-SPRI.
