Arthur E. Peabody, Jr. focuses his practice on Medicare payment and reimbursement for hospitals and other providers. Arthur brings a unique perspective to Medicare reimbursement as a result of his knowledge of the Medicare cost reporting and reimbursement, understanding of both provider and government interests, and his skills as a trial lawyer – a rare combination. He has substantial experience is all aspects of the Medicare reimbursement process, from the preparation of cost reports to the litigation of appeals. As an Assistant U.S. Attorney for the Eastern District of Virginia, Arthur litigated civil cases, including health care fraud actions. He spear-headed an initiative to improve conditions in Virginia’s worst nursing homes by creative use of the False Claims Act. Serving as Chief of the Special Litigation Section, Civil Rights Division, U.S. Department of Justice, he managed the litigation of novel federal court actions brought to vindicate the rights of juveniles and elderly and disabled persons. For the past 15 years, Arthur has served a volunteer mediator for the federal courts in the District of Columbia and has arbitrated numerous health care coverage cases. He has appeared in 34 different federal courts across the nation and earned his J.D. degree from the Cornell Law School.
