I advise leaders operating in complex institutional environments, helping translate legal authorities and policy mandates into practical systems that enable large-scale programs to function across multiple governing structures.For more than twenty years, I have worked at the intersection of law, policy, and operations, supporting senior leadership navigating complex regulatory frameworks, intergovernmental relationships, and high-stakes decision-making. Much of my work has involved helping institutions move from legal authority to effective program implementation, particularly in the context of disaster response, recovery, and resilience program.For the past fifteen years I have served as an embedded legal advisor within the U.S. Federal Emergency Management Agency (FEMA), where I advise executive leadership overseeing disaster response and recovery programs across U.S. states, territories, and sovereign partner jurisdictions, including the Freely Associated States of Federated States of Micronesia and Republic of the Marshall Islands, and more than 150 Tribal governments. My work focuses on helping leaders navigate regulatory frameworks, institutional mandates, and intergovernmental responsibilities during complex emergency operations.I have extensive experience structuring and negotiating intergovernmental agreements, advising on legal frameworks supporting large-scale public assistance programs, and developing practical governance systems that enable complex programs to operate effectively while maintaining accountability and compliance.I am particularly interested in roles that sit near leadership and involve institutional strategy, governance, and operational decision support within large public or multilateral organizations.
