ABOUT ANDY PURCELL
I’m a senior HR professional with over 15 years’ experience leading people strategy, complex employee relations and organisational change in large, highly regulated and customer‑facing organisations. My career spans HR business partnering, people management and HR operations across Metro Bank and JCDecaux. I’ve led the people agenda for a colleague Operations function and for JCDecaux’s Commercial, Sales and Marketing divisions, working closely with Executive teams to deliver organisational design, transformation and culture change that are both people‑centred and commercially sound.I have a strong track record in strategic HR leadership: shaping workforce plans, organisational structures and capability, and using people data and insight to influence senior decisions. I’m comfortable operating as the senior HR lead for large client groups, setting direction, coaching HR teams and holding my own with senior stakeholders.Employee relations and governance are core strengths. I manage complex ER cases, including capability, conduct, redundancy, change and tribunal‑related issues, with a clear focus on legal compliance, fairness and risk management. I’m experienced in leading sensitive consultations and helping leaders navigate difficult decisions in a way that is transparent, defensible and values‑driven.I’ve also led work on policy, reward and benefits – drafting and updating HR policies, benchmarking roles, reviewing benefits and ensuring clear, consistent frameworks that support attraction, retention and value for money. Alongside this, I’ve built progression frameworks, talent tools and leadership development initiatives that improve capability, engagement and retention.Colleagues know me as calm, clear and pragmatic. I’m able to balance the needs of the organisation with the impact on people, explain complex HR risk in plain language, and constructively challenge when needed. I’m at my best in complex, changing environments where HR is expected to be a genuine strategic partner.
