Support NOAA WCR mission objectives engaging in efforts, actions, and activities falling under the purview, authority, or regulation of the Endangered Species Act (ESA), Federal Power Act (FPA), Magnuson-Stevens Fishery Conservation Management Act (MSA), and Sustainable Fisheries Act (SFA) within the WCR. Engagement includes projects involving FERC hydropower licensing/relicensing, ESA Section 7, 9, and 10 consultations, Federal Columbia River Power System projects, Essential Fish Habitat projects and NMFS Protected Resource and Sustainable Fisheries Division activities involving improving fish passage or fish habitat.Participated in 900+ fish passage and fish habitat improvement projects, programs, and studies over my career; which includes involvement in 400+ projects implementing culvert, bridge, and ford fish passage solutions at road crossings. A significant number of projects have been high profile and complex, where I was the lone fish passage subject matter expert representing multiple agencies in challenging and controversial settings and environments.I am equally familiar with (1) large reservoir facilities used to collect and pass juvenile salmonids downstream of high head dams,(2) small stream Aquatic Organism Passage designs,(3) low-tech processed based restoration techniques,(4) small and large scale dam removal projects,(5) small and large scale habitat restoration projects,(6) fish ladder and screen design used at municipal and agricultural water diversions, and (7) advanced engineering and biological studies requiring multi-year monitoring efforts with strict reporting timelines and requirements. I am equally versed in projects, programs, and studies implemented in, or focused on improving or restoring, estuary, river, stream, floodplain, and wetland habitats.
