ABOUT ZOI ROUPAKIA
Zoi Roupakia is an AI scientist and policy expert with a deep technical foundation and an established track record spanning machine learning research, industrial practice, innovation policy and AI governance.Zoi is a Policy Affiliate at Cambridge Industrial Innovation Policy (Institute for Manufacturing, University of Cambridge), Policy Group Lead at the Centre for AI and Digital Policy and the founder of Noetic AI. She leads multidisciplinary research programmes for governments, international organisations and industry, shaping policy on responsible AI, the impact of emerging technologies on society and industry, digital innovation and industrial transformation. She currently serves on the EU AI Office working groups developing the Code of Practice on transparency of AI-generated content. She is also a member of the UNECE Team of Specialists, working on innovation ecosystem development.Recent work supporting UN agencies includes serving as lead author of the Manifesto for Global Industrial Safety as part of a UNIDO initiative with Lloyd\'s Register Foundation and GMIS, a report on AI governance in Southeast Asia with UNIDO, and an insights paper for the UN-ECE Transformative Innovation Network (ETIN) Action Forum. Previously, as Policy and AI Research Lead at the University of Cambridge’s Institute for Manufacturing, Zoi led evidence-based policy research on university commercialisation and responsible AI, including developing the prototype that underpinned the UK Spinout Register, with findings informing UK government agencies.Her research experience includes machine learning work at Google, where she is co-inventor on a granted patent in voice conversion methods. She is an electrical and computer engineer with postgraduate studies in electronics engineering (Greece) and in natural language processing and speech recognition at the University of Cambridge’s Engineering Department.For her contributions to innovation policy, she was named Future Leader 2025 by the Foundation for Science and Technology.
