Preside over complex administrative law hearings relating to the regulatory authority, rules and procedures of the Department of Health and Human Services involving: the Adoption Subsidy and Juvenile Guardianship Assistance Programs; Medicaid Disability, Eligibility Trust and Divestment; State Disability Assistance; requests for expunction from Michigan’s Child Abuse and Neglect Central Registry; Child Welfare Licensing, as well as appeals of actions taken by the Bureau of Community and Health Systems\' licensing of Adult Foster Care, Homes for the Aged, and Child Day Care facilities. Create a complete formal record of facts and documents, review files, records and briefs and conduct legal research to determine applicable department and bureau policies, administrative rules, statutes and precedent decisions. Administer oaths, hear testimony of applicants, complainants, respondents, expert witnesses and others; determine relevance of testimony and exhibits, rule on evidentiary objections, and pre-hearing/post-hearing motions, including motions for summary disposition. Make Findings of Fact and Conclusions of Law, issue final Decisions and Orders, issue Proposals for Decisions, and other procedural and dispositive orders.Developed and presented comprehensive training programs on Child Protective Proceedings, Central Registry Expunction, Child Welfare Licensing, Adult Foster Care Licensing, and Child Day Care Licensing case types that were adopted by management and implemented for use throughout the Benefit Services Division.Maintain a working knowledge of the Michigan Administrative Procedures Act, the Michigan Administrative Code, Children\'s Protective Services Program Policies, the Child Protection Law, the Child Care Organizations Act, the Adult Foster Care Facility Licensing Act, the Public Health Code, as well as various administrative rules.Successfully manage a high-volume complex case docket, maintaining federal and internal timeliness requirements.
