Managed CAA § 112(r)/Risk Management Program and EPCRA §§ 302-312 team of 15+ inspectors, supporting EPA/OCE and DOJ/ENRD across multiple contract vehicles. Supported EPA in conducting over 100 CAA § 112(r)/Risk Management Program and EPCRA §§ 302-312 compliance inspections and engineering case support evaluations at petroleum refineries, natural gas processing plants, ammonia refrigeration facilities, and bulk chemical storage/production facilities throughout the U.S. Evaluated compliance with all applicable RMP elements including operating procedures, process safety information, mechanical integrity, process hazard analyses, training, management of change, incident investigations, and emergency response. Reviewed technical documentation, interviewed facility personnel, and participated in facility walk-throughs/compliance evaluations. Served as a course instructor to EPA, OSHA, and state personnel for training two courses for conducting CAA § 112(r) and EPCRA compliance inspections at natural gas processing plants.Oil and Gas Enforcement Case Development Support. Provided lead technical support to EPA/OCE and DOJ/ENRD to evaluate CAA compliance wat upstream and midstream oil and gas production sites for over 30 enforcement cases. Assisted with targeting analyses. Conducted detailed technical evaluations of air emissions reports, air permits and applications, and compliance reports. Conducted regulatory analyses for oil and gas exploration and production operations in CO, NM, ND, TX, OH, PA, and WV. Assisted with state and federal air regulatory compliance reviews based on detailed analysis of the following: state-level construction and operating permit requirements; NSPS applicability and continued compliance requirements; and Title V Operating/NSR Construction permitting requirements. Developed and performed calculations qualifying excess emissions of VOCs, NOX, CO, and various GHGs.
