Manages the day-to-day operational activities of the Ethics Division. Plans, develops, and evaluates program procedures and methodologies to improve the effectiveness, quality and management of the Office. Conducts final review of outside activities, official duty activities, recusals, gifts, waivers, post-employment restraints, seeking employment, sponsored travel, review of disclosure reports and development of guidance documents. Ensures direct reports perform duties based on the latest guidance from HHS and OGE.As the ACF ethics expert, provides advice and guidance to senior managers and employees regarding interpretation and applications of statues, regulations and policies and seeks to prevent any action by an employee that may be, or appear to be, a conflict of interest, or improper. Directs the development of Annual and Initial ethics training plans. Oversees the development and maintenance of automated systems to expedite administration of the filing system for all financial disclosure reports.Ensures that there is an effective system in place for identifying employees who are subject to financial disclosure requirements. Ensures that the required information is obtained and reviewed by the appropriate official that real or apparent conflicts of interest are resolved in accordance with applicable regulations, and that privacy is protected in accordance with the PII and FOIA.Reviews controversial cases as these cases may have the effect of substantially broadening or restricting the activities of the ACF. Resolves potential conflicts of interest situations. Provides written opinion and personal consultation ACF-wide on the most complex conflict-of-interest situations.Responds to requests from outside for access to the reports. Uses tact and discretion with all requests to avoid improper disclosure. Gives training and presentations on ethics and standards of conduct in appropriate forums.
