ABOUT YURI PARKHOMENKO

With over 20 years of experience representing States in disputes with other States and investors, I provide strategic advice and advocacy at every stage of international dispute resolution—navigating the legal, diplomatic, and geopolitical dimensions of high-stakes cases before the ICJ, ITLOS, ICSID, and other international tribunals.I bring an approach grounded in rigorous legal analysis, strategic clarity, integrity, collegiality, and principled advocacy—ensuring that every argument serves both principle and purpose. Some of my representative experience includes- Legal consequences of the separation of the Chagos Archipelago from Mauritius in 1965: Counsel to Mauritius in the ICJ advisory proceedings resulting in a 13-1 opinion requiring the U.K. to return this territory to Mauritius- Mauritius v. the Maldives: Counsel to Mauritius in the ITLOS Special Chamber case confirming its sovereignty over the Chagos Archipelago and delimiting a maritime boundary- Application of the Convention on the Prevention and Punishment of the Crime of Genocide: Counsel to The Gambia in the ICJ case to hold Myanmar accountable for the Rohingya genocide- Philippines v. People’s Republic of China. Counsel to the Philippines in arbitration resulting in the unanimous award that:(i) held unlawful China’s claim of historic rights within the ‘nine-dash line’ in the South China Sea;(ii) determined the legal status of maritime features in the disputed area; and found China in breach of its international obligations related to the protection of environment, safety of navigation, and non-aggravation of dispute- Equatorial Guinea/Gabon: Counsel to Equatorial Guinea in the ICJ case where the Court dismissed Gabon’s invocation of the 1974 “Bata Convention”, holding that this document has no force of law between the Parties in regard to their sovereignty and boundary disputes, and confirmed Equatorial Guinea’s sovereignty over an island occupied by Gabon- DRC v. Uganda: Counsel to Uganda in the ICJ case concerning the DRC’s $ 14.5 billion war reparation claims- PMI v. Uruguay: counsel to Uruguay in defending its tobacco packaging regulations and securing an award of costs in favor of Uruguay-SEJ v. Japan: counsel to Japan in defending its renewable energy regulations and securing an award of costs in favor of Japan. For more details, visit:
