About Yicong Yang
I\'m an aviation system planner at Caltrans Division of Aeronautics. I joined the division in 2023, after graduating with a Ph.D. in Urban and Regional Planning. Specialized in mobility and travel behavior, emerging technologies, transportation economics, and health-oriented transportation - primarily within the field of active transportation - I have found numerous ways to connect my expertise to the world of aviation. In my current role, I developed the aviation funding priority scoring criteria (adopted by the California Transportation Commission in December 2025), the state aviation funding needs assessment, and led multiple AAM-related effort, including the SB 800 report, AAM interagency initiatives, the AAM chapter of the 5-year California State Aviation System Plan, and represented the state of California to participate in the Coast-to-Coast Exchange program in the Netherlands to investigated the topic of sustainable air mobility.
