ABOUT WILLIAM W. WARREN
I am an accomplished attorney with experience in state and local government contracts, public and nonprofit construction, and administrative law matters and with a diverse background spanning the public and private sectors. As a member of the Construction and Government Contracts practices at Saul Ewing LLP, I leverage my deep expertise to advise clients on a wide range of critical matters. My practice focuses on: • Governmental Procurement: I have extensive experience navigating governmental procurement and public contract processes, representing clients in contract negotiations and dispute resolution for state and local technology, equipment, commodities, and services contracts. • Construction: I work closely with public, nonprofit, and private entities on all aspects of their construction programs, including contracting, project delivery, contract risk management, and dispute resolution. • Administrative Law: Drawing on my background in state government, I represent clients in state-level litigation and administrative compliance matters. Prior to joining Saul Ewing, I served as a law clerk and commercial litigator in private practice, and as Chief Counsel in the Pennsylvania Department of General Services and later as Chief of Litigation in the Office of the General Counsel, overseeing significant matters involving key state agencies. I have an engineering background, as well. To learn more about my practice, please visit my firm bio at
