ABOUT WILLIAM TORONTO
I am a bilingual (English/Spanish) U.S. Air Force attorney (retiring in November 2026) with 20 years of experience advising senior leaders on space, cyber, intelligence, and counter-drone law. With an LL.M. in Space, Cyber, and Telecommunications Law, an active TS/SCI clearance, and fluency in Spanish, I bring a unique combination of legal expertise and operational credibility to complex global challenges. My career has focused on bridging U.S. national security law with international and commercial regulatory environments: • Advised U.S. and Latin American commanders on space and cyber infrastructure security, often delivering engagements in Spanish. • Guided intelligence operations on cyberspace, satellites, ISR systems, and big-data analytics at the National Air & Space Intelligence Center. • Served as the principal Air Force legal advisor on counter-drone warfare and compliance for emerging weapon systems at the Pentagon. • Deployed to Honduras and Iraq, strengthening multinational cooperation and advising on humanitarian, intelligence, and operational law.I now seek to transition into industry, supporting U.S. technology, space, and cybersecurity companies expanding in Latin America. I offer: • Expertise in cross-border compliance and government contracting. • Regional credibility through years of direct engagement with Latin American military and government leaders. • A proven ability to represent U.S. companies abroad and build lasting partnerships with foreign stakeholders.I’m preparing to transition military civilian in November 2026, and I’m seeking a remote or hybrid role leveraging my background in international law cyber and space, covenant and Latin American operations. If your organization is navigating the complexities of space, cyber, defense, or tech expansion in Latin America, let’s connect.
