In carrying out the duties and responsibilities contained in this job description, the paramount consideration of the Assistant State Public Defender (ASPD) shall be to ensure the competent, effective, zealous and ethical representation of the clients of the Office of the Wisconsin State public Defender. The ASPD shall also be guided by the need to achieve budgeted caseload requirements, to offer our services to all eligible defendants, and to ensure the smooth and efficient operation of the Office of the Wisconsin State Public Defender.

After 5 years in civil practice, Will is proud to embark on his journey as an Assistant State Public Defender on September 17, 2025!I am a skilled attorney and counselor at law with more than 20 years experience as a nuclear engineering technologist. In addition to being licensed in Virginia and Wisconsin, I am admitted to the EDVA (including bankruptcy division), WDVA, 4th Circuit Court of Appeals, CAFC, and the US Court of Federal Claims. I am also a registered with the USPTO as a patent practitioner. In June 2023, I shifted my focus from private practice and returned to federal service. I first worked as a government attorney in an attorney-advisor for the Board of Veterans\' Appeals. In this role, under the supervision of one or more veterans law judges, I adjudicated appeals relating to VA disability and other benefits claims. In July 2024, I transitioned from the BVA to an electrical engineering patent examiner position with the USPTO. In March 2025, I began a new legal journey as I embarked on the federal Fork on the Road. In June 2025, my focus shifted to criminal law and trial work as I transitioned into my role as an ACA. Unexpectedly, an opportunity arose in my wife\'s home state, Wisconsin, so I am now practicing as an Assistant State Public Defender in Wisconsin Rapids.As an engineering technologist, I have supervised NNPP operations, construction, modernization, and decommissioning. I have diverse experience, including supervising shipboard maintenance, integrated logistical support, facility construction, testing, certification, and operation. My civilian services to the US Navy including modernization, cost benefit analysis, and nuclear systems decommissioning. I also have experience in the energy sector, having worked for several years as a power plant control room operator. As a patent examiner, my focus has been on semiconductors (AU 2893), examining patent applications relating to semiconductor chips and other devices including light emitting devices, display devices, and memory devices.As an engineer and as an attorney, I have always been driven towards public service. I always strive to bring my plethora of eclectic experiences to bear as an advocate and problem solver while I seek to always embody servant leadership. I remain active within the Naval Nuclear Propulsion Program network. As a military spouse, I am also a member of MSJDN.
