I am an environmental engineer/project manager with five decades of experience. The term “jack of all trades” applies to me, but I am an expert on some unique and unusual areas. At this stage of my career, my best contribution to a client is in the following varied areas of environmental management for wastewater utilities as an advisor or reviewer of your project: • developing strategies to address sewer user charges to address infiltration/inflow and unusual large discharger situations • setting up a major project in terms of planning design and execution • development of decision-making data to evaluate alternatives especially those involving energy and biosolids (with unique experience with the use of biogas fired gas turbines) • developing strategies to meet unusual environmental problems and multimedia issues • assessing a risk management program for a water wastewater utility that is considering the implementation of an Owner Controlled Insurance Program (OCIP) I can also offer excellent perspectives on the following in an industrial manufacturing setting: • setting up a EHS department/corporate program • conducting an EHS audit program • developing metrics to assess energy and water efficiency • negotiating municipal sewer user charges in situations where the charges are a major part of plant operational expenses Major Project Experience: • Led three wastewater facility plans resulting in action plans for assets of $2 billion • Led design efforts for wastewater/biosolids facilities totaling over $1.0 billion in construction costs • Led a major TMDL effort • Led one of the largest watershed planning efforts ever undertaken in the US resulting in an action pan focusing on over $1.5 billion of future actions I founded Krill Environmental Management Services (KEMs) in January 2018 to provide various environmental consulting services to industrial, municipal, and non-profit organizations.
