Dr. Treat and the CIADM team at Texas A&M University Health Science Center has enter into a collaborative agreement on October 28, 2019 in the AgBioDefense area that establishes The Transboundary and Emerging Disease Vaccine Development Facility designed to focus on the development of Zoetis FMD vaccine platform that are non-infectious to cattle-Responsible for overseeing the CIADM’s mission to BARDA to plan and develop medical countermeasure to protect citizens of the United States of America in response to a biological pandemic including, but not limited to pandemic influenza, Zika, Ebola, Rift Valley Fever, etc-Oversee Task Order Response (TOR) from BARDA with our subcontractors to meeting the contract obligations of vaccine and other biological medical countermeasures development and manufacturing to emergency use authorization (EAU)-Develop collaborations with other universities and research hospitals to augment the scientific and technical capabilities of the CIADM and resources available to BARDA-Continued oversite and leadership to NCTM facility for workforce training.

A seasoned executive with 30 years experience with both private and public companies providing strategic leadership and operational guidance moving a patent into development and subsequently into clinical trials, running a CMO and on site manufacturing management and Quality System documentation and validations for companies involved the development and manufacturing of monocloncal antibodies, recombinant proteins, plant cell culture based chemicals and biofuels in cells as diverse as CHO, bacteria/yeast to photoautotropic algae and heterotrophic/photoautotrophic plant cells. Specific expertise-Bench scale to (mammalian- CHO, NSO,(algae/bacteria/yeast/plant cells) to produce monoclonal antibodies and other recombinant proteins using mammalian, insect, yeast and bacterial cell lines for usages ranging from pre-clinical to commercial manufacturing including 350 therapeutic MAb & 17 non-antibody proteins, 13 human infectious viruses, 11 peptides and small molecules, 13 human infectious viruses and MSC with related exosomes, 25+ photoautotropic/heterotropic plant/algae derived cell lines up to for biofuels, and 5 stem cell lines -350 diagnostic kits (infections diseases, autoimmune, allergy)-18 assisted human reproduction products for culturing/storing human embryos -31 FDA inspections, successful PAI and Commercial License for a biologic -15 ISO 9001 inspections -7 EMEA inspections -> 350 510K and 51 IND\'s -Previously on the Texas A&M Chemical Engineering Advisory Board, External Advisory Group of Emergent BioSolutions, External Advisory Board of XOMA and Board Member Texas PDA Association.
