Dr. Qin is a registered Professional Engineer (Civil) and an ASCE/COPNE Diplomate, Coastal Engineer (D.CE) with more than 30 years of experience in surface water and coastal engineering. Extensive experience in hydrologic and hydraulic (H&H) analysis and engineering design. Expertise includes hydrologic analysis; 1D/2D modeling of hydraulics, hydrodynamics, sediment transport, and water quality for rivers, channels, and estuaries; bridge hydraulics, scour analysis, and countermeasures; channel scour protection, stabilization, and improvements; drainage studies and design; flood hazard analysis and mapping; FEMA CLOMR/LOMR; dam inundation analysis; flood control and mitigation; risk and uncertainty analysis; and hydraulic design.Extensive experience in coastal analysis and engineering design, including numerical modeling of tides, waves, currents, littoral sediment transport, and beach evolution; shoreline feasibility studies and planning; coastal hazard assessment and mapping; sea-level rise (SLR) vulnerability assessment; coastal storm damage reduction; shore protection and coastal structures; nature-based and habitat-friendly shoreline solutions; beach nourishment and sand management; dredging and disposal; harbor, marina, and boat launch facilities; lagoon and wetland restoration; coastal development support; and regulatory permitting and compliance.Highly proficient in surface-water modeling tools, including HEC-RAS (1D/2D), HEC-HMS, HEC-FDA, SRH-2D, FLO-2D, SWMM (1D/2D), RMA2, RMA4, SED2D, SAM, FHWA Hydraulic Toolbox (HY-8), Bentley H&H software, CivilDesign, and AES. Coastal modeling experience includes STWAVE, CMS-Wave, CMS-Flow, SWAN, ADCIRC, SHORECIRC, GENESIS, SBEACH, CEDAS, and Boussinesq-type wave models. Has developed custom numerical models for river, reservoir, lagoon, and coastal systems using FORTRAN and MATLAB. Proficient in AutoCAD Civil 3D and ArcGIS.Well-versed in USACE Engineering Manuals (EM), the Coastal Engineering Manual (CEM), and the Shore Protection Manual (SPM); FEMA Guidelines and Specifications for Flood Hazard Mapping Partners, and Coastal Construction Manual; FHWA hydraulic publications; and applicable federal, state, and local hydrology, hydraulics, and drainage design manuals.Experienced in supporting business development and leading proposal efforts, from initial client engagement through scope definition and submission.
