Dr. Qin is a registered Professional Engineer (Civil) and an ASCE/COPNE Diplomate, Coastal Engineer (D.CE) with more than 30 years of experience in surface water and coastal engineering. Extensive experience in hydrologic and hydraulic (H&H) analysis and engineering design. Coastal modeling experience includes STWAVE, CMS-Wave, CMS-Flow, SWAN, ADCIRC, SHORECIRC, GENESIS, SBEACH, CEDAS, and Boussinesq-type wave models. Has developed custom numerical models for river, reservoir, lagoon, and coastal systems using FORTRAN and MATLAB. Proficient in AutoCAD Civil 3D and ArcGIS.Well-versed in USACE Engineering Manuals (EM), the Coastal Engineering Manual (CEM), and the Shore Protection Manual (SPM); FEMA Guidelines and Specifications for Flood Hazard Mapping Partners, and Coastal Construction Manual; FHWA hydraulic publications; and applicable federal, state, and local hydrology, hydraulics, and drainage design manuals.Experienced in supporting business development and leading proposal efforts, from initial client engagement through scope definition and submission. Has led and managed multidisciplinary teams through full project delivery, executing contracts, and consistently delivering high-quality, cost-effective engineering solutions.
