   Wendy Lasher is a senior planner with 22 years of transportation experience in project development and environment (PD & E) studies, environmental coordination and National Environmental Policy Act (NEPA) documentation, Section 4(f), project management, public involvement, and airport and roadway noise modeling. Ms. Lasher also has 16 years of experience with the Efficient Transportation Decision Making (ETDM) process. Having been involved in the process since its inception, Ms. Lasher has significant knowledge of the process and in-depth knowledge of the Environmental Screening Tool (EST) serving on several Central Environmental Management Office Beta testing teams. She has also attended training and provided best practices for the development of the Socio-cultural Effects (SCE) Evaluation guidance and was part of the Indirect and Cumulative Effects FDOT Statewide team that developed the White Paper to implement the evaluation of these issues. She has supervised and worked on ETDM tasks, having entered over 225 projects in the EST, for numerous Districts around the state and participates in quarterly ETDM Coordinators meetings. Her relationships with the Environmental Technical Advisory Team (ETAT) are unmatched because she has worked on numerous Dispute Resolutions, conducted continuous coordination with the agencies during project review, and has facilitated annual ETAT Meetings. She is Atkins’ State-wide ETDM Specialist that manages and trains an ETDM support team of over 15 people.
