Oversee the management of a comprehensive portfolio of external communications activities affecting rail system safety and performance, as well as Federal investments in passenger and freight rail transportation-Serve as an official designated spokesperson to print, broadcast and electronic news media on all matters of public record. Charged with effectively explaining the agency’s structure, programs, policies and views before, and in response to current affairs and emergent events-Serve as an authoritative point of contact for intergovernmental, railroad and transportation industry stakeholders, labor unions, advocacy, and allied interest groups (including those representing the manufacturing, supply, legal and financial sectors; environmental and regional planning entities; academia, consultancies; and the public at large-Maintain and strengthen relationships built upon mutual trust and respect with a large network of stakeholders to foster cooperation and constructive engagement-Provide candid and value-added strategic and tactical communications guidance and advice to leadership, and the organization as a whole, through the application of issue, crisis, reputation and relationship management principles-Proactively identify challenges and opportunities to maintain and strengthen stakeholder relationships by developing communication plans or strategies to satisfy public outreach and engagement objectives by providing a consistently high quality customer service-Continually monitor and assess the impact of external developments on programs, operations and decisions, including accidents, incidents, and rail transportation system service disruptions-Facilitate interdisciplinary cooperation; ensure consistency across lines of business to positively convey organizational priorities and accomplishments-Recognized as an institutional opinion and thought leader and an advocate, catalyst and agent for positive organizational development and change.
