Higgins Quasebarth & Partners LLC advises private, corporate, government and institutional clients in the preservation and rehabilitation of historic properties. The firm brings together the expertise of historic preservationists, architectural historians and architectural conservators to facilitate historic preservation review under federal, state and local legislation. As principal, I provide clients with procedural guidance and technical preservation services in all facets of historic preservation, from planning and approvals through execution, with a particular focus on projects requiring complicated land-use reviews and interagency approvals, transfers of development rights and special zoning permits. Projects at the local level typically involve reviews by Landmarks Preservation Commission (LPC) for restoration and rehabilitation of historic structures, new additions to historic buildings and new buildings in historic districts, as well as reviews under Sections 74-711 and 74-79 of the Zoning Resolution. Projects at the state and federal level include Historic Preservation Tax Credit certification reviews by New York State Historic Preservation Office (SHPO) and National Park Service (NPS), with a focus on complex tax credit projects for not-for-profit clients, and Section 106/SEQRA compliance reviews.Recent and ongoing historic preservation tax credit projects include: Chelsea Hotel, Manhattan; Harlem River Houses, Boulevard Houses and Fiorentino Plaza (NYCHA); Building 128 (including New Lab and Crye Industries), Brooklyn Navy Yard; Randolph Houses, Manhattan; Temple Court (5 Beekman Street), Manhattan; and the Martinique Hotel, Manhattan.Recent LPC approvals for new buildings include: 985 Fifth Avenue; 44 West 8th Street; and 32 Walker Street.Recent LPC approvals for restoration and rehabilitation include: Harlem River Houses (NYCHA); Temple Court (5 Beekman Street), Manhattan; and 36 Riverside Drive, Manhattan.
