The Frederick National Laboratory for Cancer Research (FNLCR) is a Government-Owned, Contractor-Operated, Federally Funded Research and Development Center (FFRDC) of the National Cancer Institute (NCI). The FNLCR is engaged in Research/Research & Development (R/R&D) with other Federal agencies, academic laboratories, commercial partners, and NIH-intramural investigators in the areas of basic science as well as translational and clinical research.[I] Jointly led the development and implementation of the first Cooperative Research and Development Agreement (cCRADA) program for the FNLCR.• Codeveloped and implemented the first Visiting Scholars Program for the FNLCR.• Codeveloped prime contract-focused policies governing non-personal services.• Served on Laboratory-to-Market working groups of the Office of Science & Technology Policy and developed guidance on valuation of Federal laboratory technology transfer • Contributed to the renaming of NCI\'s FFRDC to the Frederick National Laboratory for Cancer Research.[C] NCI and FFRDC: Oversaw operations and conducted program reviews for FNLCR\'s Advanced Technologies Program (R/R&D in genomics, proteomics, metabolomics, bioimaging, nanotechnology), Partnership Initiative (for biomedical R/R&D), and Biomedical Computing Center (high-performance computing, bioinformatics, and modeling). Currently oversee FNLCR strategic partnering and subcontracting. Rate FNLCR contractor operations for award fee determination/Contractor Performance Assessment Reports System (CPARS).• NCI and bioscience community: Interact with local and regional economic development offices and pharma/biomed/biotech entities. Coordinate between FNLCR, NCI Technology Transfer, and SBIR/STTR.• NCI educational outreach: Scientific advisor for NCI training programs. Guide interns from local high schools and regional universities in the cancer research mission.
