About Virginia Snyder

Virginia brings over 20 years of hands-on experience in infrastructure finance, energy policy and international development. She currently serves as Lead Energy Specialist at the Inter-American Development Bank (IDB) in Washington, D.C, where she oversees major energy and infrastructure initiatives across Latin America and the Caribbean. At the IDB, Virginia leads the design and execution of large-scale energy programs—strengthening electric grids, expanding energy access, upgrading transmission lines, and modernizing hydroelectric power plants. She also works at the forefront of next-generation technologies, including EV and battery storage. She also works with critical minerals in Argentina. In addition to leading technical operations, Virginia provides targeted support to ensure the right conditions are in place for private sector investment in the region. Collaborating with national governments, regulators, and industry leaders, she delivers results-driven solutions that promote energy security, attract investment, and drive long-term economic growth. Earlier in her career, Virginia played a key role in U.S. clean energy policy—serving as an Associate Manager for the California Solar Initiative, the nation’s largest solar rollout, and supporting over two dozen cities through the U.S. Department of Energy’s Solar America Cities Program.Virginia is also deeply committed to service. She volunteered with the Navy-Marine Corps Relief Society at Camp Pendleton supporting active-duty and retired service members and their families in times of need.She holds an MBA from the University of San Diego, California, and brings a strong track record in strategic program management, infrastructure policy, international negotiations, and the design and execution of high-impact initiatives that strengthen economic resilience and deliver measurable results.
