ABOUT VIRGINIA UPEGUI
I am a governance and justice reform specialist with over eight years of experience in the legal and development fields, currently working at the World Bank’s Global Program on Justice and the Rule of Law. My work focuses on strengthening public institutions and expanding access to justice.I have led justice sector assessments in South Sudan and Liberia and supported analytical and advisory work in Somalia, Zimbabwe, Egypt, and Ethiopia. My work has included data-driven research, policy advice, and the development of knowledge products on institutional effectiveness, digitalization of public institutions, judicial budgeting, and judicial independence, among others. In my work, I like to bring a comparative perspective that combines rigorous analytical skills with practical policy solutions to the development needs of countries around the world. I graduated as a lawyer from Universidad de los Andes, Colombia, and have a Master of Laws (LL.M.) in International Legal Studies from Georgetown University. Before joining the World Bank, I clerked at the Constitutional Court of Colombia and practiced law in one of Bogotá’s leading law firms.
