Shaped WFPs approach to social protection in fragile and conflict settings, helping to sharpen WFP\'s social protection offer in the 21 counties on the World Bank\'s list of conflict affected countries, and greatly strengthening WFPs convening role for social protection across the Humanitarian, development and peace Nexus. Helped to generate significant global and in-country partnerships and mobilisation of resources for programming, coordination and evidence generation. Important achievements I led or significantly contributed to include- Organising the Global forum on Social Protection in Fragile and Conflict settings with FCDO, USAID, BMZ, the World Bank, UNICEF and WFP, convening over 170 people from donors, agencies, civil society and over 40 countries for three days at WFP headquarters in Rome- WFP corporate guidelines for social protection in fragile and conflict settings- SPIAC-B common principles for linking humanitarian assistance and social protection at the Social Protection Interagency Cooperation Board (SPIAC-B)- formulating the WFP corporate and country pledges to the Global Refugee Forum\'s pledge on Economic Inclusion and Social Protection and WFP\'s institutional offer for the UNSDGs Action Agenda on Durable Solutions for Internally Displaced Populations- direct country support to several fragile and conflict affected countries, supporting the mobilisation of hundreds of millions of USDs for better programming of social protection in the HDP Nexus- engaging in a research and advocacy agenda with global research partners, including in close collaboration with FCDOs STAAR and BASIC programmes- attendee and speaker at numerous global in person and virtual events.

ABOUT VINCENT VAN HALSEMA

I\'m a social protection advisor with over 15 years of experience working across humanitarian and development contexts—from Angola to Afghanistan, Mexico to Mozambique. I’ve held roles with WFP, UNICEF, the EU, and ILO, both building core, financially sustainable, intersectoral, national and decentralized systems as well as navigating the realities of fragile settings while advocating for systems that are inclusive, locally grounded, and politically aware. I specialize in social protection in conflict and crisis contexts, advising on issues like digital systems, displacement, frontline delivery, and the humanitarian-development-peace nexus. My work often sits at the intersection of policy and practice, where data meets lived experience, and where global frameworks must bend to local realities. Passionate about building bridges—between actors, ideas, and systems—I use my voice to reflect on what works, what doesn’t, and how we can do better.
