Plan, assign, and direct work assignments of staff; perform performance appraisals; recommend employees for hire, promotion, disciplinary action, or termination• Monitor and evaluate the efficiency of appraisal processes and procedures• Manage the permit process, listing of new construction and sales validation process• Oversee the valuation process of commercial, industrial and land properties• Manages the timely submission of the annual tax digest to the local taxing authorities and to the Georgia Department of Revenue as required by state law• Provide and coordinate staff training; implement appraisal software updates• Monitor the appeals proceedings and court hearings• Manage the Development Authority, Low Income Housing Tax Credit and Brownfield programs• Develops and recommends the annual budget for the Department• Implement Sales Ratio studies to conform with the digest to develop uniformity and Fair Market Value• Maintains current knowledge of industry, regulatory and legislative developments affecting tax assessment and appraisal• Determines the reappraisal of properties using statistical analysis and testing• Manages the processing of transactions involving purchase orders, accounts receivables, invoices, accounts payables, payroll, and other functions• Facilitate weekly staff meetings• Meets with the Board of Assessors bi-weekly• Perform community engagement meetings• Maintains continuing education as required by State law
