My work sits at the intersection of public-sector systems, organizational change, and AI readiness — with a specific focus on whether U.S. local governments have the organizational capacity to absorb, adapt to, and sustain AI-related change once it arrives.That question isn\'t rhetorical. It\'s the foundation of everything I do.As Founder & CEO of Bridge Public Advisors, I advise state and local government leaders on making deliberate, defensible technology decisions. BPA is independent — we don\'t sell software, represent vendors, or implement systems. We help public institutions ask better questions before they commit to answers.What I\'ve observed across government is consistent: AI adoption is accelerating, but the organizational conditions required to sustain it — workforce readiness, role clarity, change support, and learning mechanisms — are rarely assessed before deployment. Leaders are making high-stakes decisions without diagnostic tools designed for the realities of public-sector organizations.That gap is what my doctoral research is designed to address.I am conducting a qualitative study examining how leaders in U.S. local government organizations describe organizational capacity for AI absorption across four dimensions: workforce readiness, role clarity, change support infrastructure, and organizational learning mechanisms. The research is grounded in absorptive capacity theory and organizational readiness for change theory — and is designed to produce findings that can inform the development of context-specific assessment instruments for public agencies.My professional background includes public-sector systems analysis, enterprise technology implementation, and process improvement in complex government environments — including large-scale system design, technology upgrades that generated significant public savings, and workflow redesign that reduced operational strain on frontline staff.At the core of all of it is one practical question:Are we ready — and how do we know?
