Vicki’s business practice spans a 35-year legal career, representating large corporations, medium and small businesses, and individuals. She assists clients with all aspects of their businesses, including complex real estate transactional matters, leasing, acquisitions, financing documents and enforcement; security documentation; and nonjudicial foreclosures. She has experience with general transactional and corporate matters including drafting and negotiating a wide range of contracts; corporate formation, maintenance, and licensing; shareholders agreements; alternative dispute resolution and commercial litigation. Land Use. Vicki has extensive experience in land use and municipal law. She previously represented many local municipalities such as Issaquah, Medina, Carnation, Monroe, Edgewood, Milton, and Woodway. She has experience in a broad array of land use issues including growth management, SEPA compliance, shorelines, transportation, critical areas, TDRs (Transfers of Development Rights) and environmental mitigation. She has assisted SEPA Responsible Officials in determinations of environmental impacts, mitigation and appeals. She has drafted and negotiated complex development agreements and interlocal agreements with local jurisdictions. She has served as a land use hearing examiner. She has litigated various matters under the Land Use Petition Act (LUPA) and before Growth Management Hearings Board. Vicki’s land use experience includes her role as the Chair of the Bellevue Planning Commission, overseeing creation of the Bel-Red Corridor Plan, providing for the transformation of a 900-acre urban site into the largest mixed use, transit-oriented development in the country; comprehensive plan updates; light rail best practices; and revisions to the critical areas ordinances.
