ABOUT VERNON BASELEY
I have extensive experience in the rail sector, as a chartered professional rail operations practitioner, as an APM-certified project manager, and as a consultant. Key domains in which I have worked are in train planning, diagramming, service control, signalling, performance, stations, freight terminals, yards, digital railway, technical regulation, business change, franchising, interoperability, customer experience, business case, safety management systems, commercial strategy and fleet planning. Much of my work has found me at the interface between operations and systems, including product management for an international supplier of traffic management, operations control, train planning, and passenger information systems. Most of my work has been in Britain, France and Belgium: I have worked for all of the key players in each of those countries, including railway undertakings, infrastructure managers, safety regulators, economic regulators, and ministries. I have also worked for various European institutions, though primarily ERA and DG-MOVE. I am currently widening my experience beyond Europe to the United Arab Emirates, working as Operations Lead for the Etihad Rail Passenger project.
