Conducted research to determine if an expansion in licensing benefits micro-business entrepreneurs and reduces barriers traditionally associated with occupational licensing.Cataloged health inspection reports of small home-based businesses following cottage food law across 15 California counties and conducted interviews with small business owners. Compiled data from cross-county reports, examined and compared health inspection feedback to determine differing attitudes of inspectors based on county with the goal of proposing ways government policies can better support business owners, particularly historically marginalized entrepreneurs.
