About Varsha Bal

Business Analyst at the Odisha Space Application Centre (ORSAC), Department of Science & Technology, working on Geo-ICT and GIS-based government platforms. My day-to-day is turning department requirements into working systems — leading UI/UX design, writing technical proposals, and shaping the architecture for WebGIS platforms used by state agencies. Recently I designed the dashboards for the Odisha Water Body GIS system and authored the migration proposal for KRUTI 2.0, an artisan-management platform built on PostGIS, GeoServer, and role-based access control. Before ORSAC, I spent nearly two years at Infosys as a Senior Associate Consultant, building.NET/C# applications and database layers (SQL Server, Oracle) for pharmaceutical and aerospace clients, including PLM migrations on ARAS. My background is in engineering — a Master\'s in Power System & Control Engineering and a Bachelor\'s in Electrical & Electronics — and that\'s still where my interest lives. I\'m currently building toward technical work in AI/ML and autonomous systems, starting with Python and working up from automation toward applied machine learning.

   As a Business Analyst at a government organization, I work at the intersection of technology, data, and policy-driven decision-making — primarily across Geo-ICT and GIS-based projects. My work spans the full BA lifecycle: eliciting and validating user requirements, and translating them into detailed BRDs, SRS, and FRS documents that technical teams can actually build from. I also develop Techno-Commercial Proposals and functional specifications supporting large-scale ICT initiatives. On the data side, I use Power BI, Tableau, and advanced Excel to build dashboards and reports that support leadership decision-making — turning raw project data into something actionable. A significant part of my role involves navigating government procurement frameworks — preparing RFPs, managing GeM procedures, and ensuring financial processes comply with General Financial Rules (GFR). I bridge technical, financial, and project teams to keep requirement validation, documentation, and reporting aligned — and apply my background in IT systems and engineering to ensure business needs translate cleanly into technical solutions.
