Provides leadership and management oversight of all daily activities in the division.Administers and enforces Title 24 provisions.Hires, trains, assign, direct, supervises, evaluates and disciplines personnel.Plans and directs the enforcement of state, borough, and municipal laws and codes governing the control of and care of animals within the borough.Assists other local, state and federal agencies with domestic animal care and regulation issues; develops, implements, monitors and reports functions and activities under inter-agency co-operative agreements performed under contract with other municipalities.Develops and implements the annual budget; tracks and approves expenditures.Reviews and approves department payroll.Prepares and implements emergency/disaster procedures to assist the public in case of fire, flood or other disasters.Provides information to the general public related to department operations; responds to and resolves citizen inquiries, concerns and complaints.Coordinates with local animal rescue groups.Directs the maintenance and operation of the animal shelter.Develops and implements long- and short-range department strategic plans; identifies resource needs; recommends, develops and implements related policies and procedures.Monitors and identifies opportunities for improving service delivery methods and procedures; develops systems to ensure that department operations are continuously reviewed and updated to meet industry standards and practices.Acts as Chief Animal Care and Regulation Officer for all purposes under Title 24 with primary responsibility for administering Title 24 provisions.Ensures compliance with occupational safety and health regulations applicable to area of responsibility.
