The project: Health Insurance Exchange (HIX) – Data Service Hub (DSH) As part of the Affordable Care Act (ACA), 2010 the Centers for Medicare & Medicaid Services (CMS) has pursued collaboration with the states for the establishment of a HIX in every state. States that do not have their own state-run exchange (SBE) use the Federally Facilitated Marketplace (FFM). The states leverage the DSH which provides common services and interfaces to Federal and Private agencies (Equifax and Experian).Improved API integration and processes reduced data transfer time by 25% and 20% of resource hours. Responsibilities: Interfacing and leading the requirements session with the client & stakeholders to elicit requirements. Studying requirements and process improvements. Gap Analysis and developing a Level of Estimate (LOE), designing solutions, and writing user stories.Taking product ownership of web services. Coordinating with internal and external stakeholders in a matrix organization. Following scrum and agile processes.Developing and reviewing Business Specifications (BSDs) and Interface Controls (ICDs) documents.Presenting and walkthrough of requirement artifacts to stakeholders and conducting knowledge sharing sessions. Grooming use cases to the scrum team and plan test strategies. Managing project risks regarding priority, schedule and resources. Solving problems creatively and resolving conflicts. Ensuring compliance with the client’s and organization’s processes.Environment: MS Viso, MS Project, SOAPUI, XML, XSLT, XSD, WSDL, SOAP, JSON, SQL, AWS, EDI, JIRA, Confluence, Kanban board MarkLogic, Schematron, and SharePoint.
