About Twyla Arbuckle

LT Twyla M. Odume Arbuckle is a native of Southern California. She began her undergraduate study at Old Dominion University in Norfolk, Virginia, and received a Bachelor of Science degree in Professional Communications and a minor in Military Leadership in December of 2012. In June of 2016, she completed her Master’s Degree in Organizational Leadership from National University. She enlisted in the Navy in 2003 and completed Basic Training at RTC Great Lakes, Illinois. Following Information Systems Technician ‘A’ School, she completed her first sea tour aboard USS BATAAN (LHD-5) and deployed to the Persian Gulf, supported Hurricane Katrina Disaster Relief, and received both the Enlisted Surface Warfare Specialist and Enlisted Aviation Warfare Specialist pins. After completing her shore tour at OPTEVFOR, the Navy’s Test and Evaluation Command in Norfolk, VA, she was selected for the Seaman to Admiral Program FY-11 as a Surface Warfare Officer. Upon receiving her commission, she was subsequently assigned to USS HIGGINS (DDG-76) in 2013 and completed a deployment in the 5th and 7th fleet as the Gunnery Officer and Auxiliaries Officer. Next, she served as a Division Officer for the N9 Department in charge of manning the FREEDOM-Variant Crews and Surface Detachments at Littoral Combat Ship Squadron ONE in San Diego, Calif. In 2017, she served as the Training Officer aboard USS DECATUR (DDG-73). March 2019, she was selected to lateral transfer to the Human Resources Community and served as both the Administrative and Logistics Department Head for Naval Information Warfare Training Group in San Diego. She currently leads the Officer Programs Department at Navy Recruiting District San Diego. LT Arbuckle’s awards include the Navy and Marine Corps Commendation medal, the Navy and Marine Corps Achievement Medal with three gold stars, the Navy Good Conduct Medal with 2 bronze stars, the Military Outstanding Volunteer Service Medal, and various unit awards. She married YNC (SW/AW) James Arbuckle in August 2012 who currently serves as the Senior Enlisted Leader for the Naval Intelligence Reserve Force in Point Loma, CA where they raise their daughter, Madison.
