About Turner West

Turner West is a nationally recognized leader in hospice, palliative care, and value-based care strategy. He serves as Chief Strategy Officer for Everent Health, a strategic partnership formed in 2025 by Hosparus Health and Bluegrass Care Navigators to strengthen and support mission-driven providers delivering hospice, palliative care, and serious illness services. Additionally, Turner is the President of Responsive Care Solutions, a nationwide Medicare Shared Savings Program accountable care organization focused on improving outcomes for frail older adults. In his leadership roles, Turner brings deep expertise at the intersection of clinical care delivery, health policy, and alternative payment models. He has extensive experience working with payers, health systems, and physician practices to advance serious illness care, and has led participation in multiple federal demonstration and innovation initiatives. Most recently, he played an integral role in bringing Kentucky’s first Program of All-Inclusive Care for the Elderly (PACE) to the state and in establishing Responsive Care Solutions. Turner is also a nationally sought-after educator and consultant. He serves as a consultant with the Center to Advance Palliative Care, directs the Palliative Care Leadership Center at Bluegrass Care Navigators, and is an adjunct faculty member at the University of Maryland, where he teaches strategic planning and evaluation in the Master of Science in Palliative Care program. A former Health and Aging Policy Fellow and Congressional Fellow with the American Political Science Association, Turner previously worked at the U.S. Department of Health and Human Services in the Office of the Surgeon General. He currently serves as Chair of the Kentucky Palliative Care Interdisciplinary Advisory Council.
