About Tulio Perez

Driven, collaborative, and inquisitive. Since 2011 I have worked in various roles within project controls on capital projects in midstream & upstream Oil & Gas. I have worked across diverse project sets and across the entire project life cycle. In my Current role I am working as a Project Controls Lead for the Low Pressure Gathering Program for Hess in North Dakota. I thrive working in a challenging environments, collaborating to find fit for purpose solutions to implement and improve controls systems with the internal and external project organization.

1. Project Controls Lead - Pipeline Program (Lpg)

   Delivered an integrated project control system for pipeline program with over $1 billion in CAPEX• Develop project coordination procedures to align contractor’s systems with internal owner’s controls• Create, monitor, and control integrated program master control schedule from FEL through closeout• Develop preliminary pipeline execution plans• Develop pipeline estimating template, prepare budgetary estimates and establish control budgets• Develop purchase requisitions process and control tools• Facilitate the funding approval process from inception to final implementation through SAP• Develop and maintain Program Cost Control Workbook - update for monthly review• Prepare program cost data for export across multiple systems• Develop integrated dashboards and provide timely stakeholder updates• Utilize standard WBS and existing cost/schedule data to provide and validate program benchmarks• Provide ad hoc program support – review P & IDs, updating DSPs, requesting bids, audit support etc.
