    Provided subject matter expertise in RF engineering and radar subsystem design on a contract delivering agile test and evaluation (T&E) support services to the Test Director (TD) in the conduct of the Joint Interagency Partnerships Utilizing Lower 3GHz Spectrum for Efficiency (JI-PULSE) Joint Test and Evaluation Program Office Direct Agile Reaction Test (J-DART). The project directly addressed an urgent operational gap identified by the Deputy Secretary of Defense and the use of the radio spectrum. The JI-PULSE J-DART evaluated proposed spectrum sharing technologies and techniques capable of supporting commercial spectrum users through the support, development, and execution of test plans to support the development of a final report that informed policy and acquisition decisions regarding advanced spectrum coexistence (ASC) technologies. The JI-PULSE J-DART planned and executed testing activities cooperatively with Director, Operational Test and Evaluation’s (DOT & E) ASC demonstration in coordination with the Under Secretary of Defense for Research and Engineering (OUSD[R&E]), the DoD Chief Information Officer (DoD CIO), the Joint Staff, the Military Services, the Combatant Commands, industry, other stakeholders and reported on the full scope operational testing supporting the Joint Staff and Military Services’ operational impact assessment of proposed improved spectrum sharing technologies to Joint Force assets, and informed government stakeholders of spectrum sharing interference risks, mitigations, standards, conditions, and future test resource requirements.
