Currently, I serve as the chief railroad design and construction engineer for the NCDOT Rail Division.I lead multiple units in the Design & Construction Branch to deliver projects and programs and develop standards, policies and procedures to achieve Design & Construction Branch and Rail Division objectives. I manage staff in the development, scheduling, and estimating of programs and projects on behalf of the Rail Division Director. I oversee the development of agreements with railroads for engineering and construction work, oversee contracts with private engineering firms, and oversee the administration of construction contracts. As Branch Manager, I oversee and direct the activities of the engineering unit managers, private engineering firms, and contractors in the engineering and management of the statewide railroad design and construction program, specifically in guiding a large program of projects from budget, funding and programming, through necessary agreements, concept level plans, environmental coordination, preparation of preliminary, right-of-way and final plans, and ultimately through construction to operation. I oversee the statewide rail signals program for highway/railroad grade crossings and train control signaling.
