   Consulting services in Planning, Business Development, Infrastructure Management and Project Management, using Troy\'s Vision-Based Planning (VBP) methodology to facilitate, guide, review and analyze the business situation, program or project of interest to the client. Using VBP, Troy has been instrumental in developing and implementing multiple plans and projects with a broad, consensus-based foundation: to include the recent coordination of designing a UV-C national efficacy standard; strategic federal marketing for a UV based water treatment technology designed to replace chemical fungicides and biocides used in cooling water HVAC systems; a 40-Year Capital Reinvestment Plan for MARTA in Atlanta ($250M/yr.), specifications for an system-wide maintenance management system for PANYNJ serving the NYC metroplex (~$10M acq. cost), and the DOE/DASMA (now NNSA) Facilities Capability Assurance Program to sustain the NNSA Weapons Complex\'s infrastructure ($150M/yr.). Troy is taking this methodology to a wider range of clientele and is bringing a deep bench of retired/former Corporate Sr. VP\'s, DOE Asst. Secretaries, and nationally renown Subject Matter Experts as consulting resources to contribute in producing the best possible product for the client.
