   The Council of the District of Columbia is the legislative branch of the local government of the District of Columbia. As permitted in the United States Constitution, the District is not part of any U.S. state and is instead overseen directly by the federal government. Since 1973, the United States Congress has devolved certain powers to the Council that would typically be exercised by state legislatures, as well as many powers normally exercised by a city council in the rest of the country. Thirteen Members make up the Council: a representative elected from each of the eight wards; and five members, including the Chairman, elected at-large.CHAIRMANLed by the Chairman, the Council is working hard to improve the quality of life in the District by ensuring safer streets, developing a vibrant economy, implementing groundbreaking programs, and playing a critical role in maintaining the city’s fiscal
