Deliver legal counsel to the General Counsel, Executive Director, Board of Directors, and Department heads regarding a broad range of issues including the Agency’s multifamily lending pipeline, single family programs, compliance, policy initiatives, privacy, contracting and procurement, asset management, risk management, and corporate governance. Analyze market trends and business needs to develop clear and focused terms and strategies. Collaborate with client to develop innovative products and services while considering legal risks. Negotiate and close multifamily transactions for mix-development financing deals.Support single-family department related to homeowner affordability and foreclosure prevention initiatives. Research laws and regulations related to fraud, waste, abuse, investigative and administrative matters, corporate governance, and draft opinions, policies, and procedures thereto. Draft, review and negotiate all commercial agreements including confidentiality agreements, consulting agreements, IP and licensing agreements, data security agreements, government contracts, and various other instruments addressing complex public/private matters. Perform continuous streamlining of all contracting and procurement transactions to ensure compliance with best practices, policies, and legal requirements. Advise client on privacy related matters, best practices related to artificial intelligence, and cyber and privacy incidents.Management of civil and tax-sale related litigation and coordination with outside counsel. Facilitate knowledge transfer by leading staff trainings on statutory and procurement issues, legal risks, business process, procedural matters, and developing guidebooks, templates, and toolkits. Provide advice regarding the Agency’s compliance with District and Federal laws and regulations, including but not limited to, the DC Freedom of Information Act, ethics requirements, and corporate governance issues.
