ABOUT TORY TAYLOR

Global health leader who directed complex monitoring, evaluation, research, and learning (MERL) initiatives across 30+ countries. I specialize in designing and managing high-impact, donor-funded projects for nutrition, HIV, and children in adversity—combining strategic oversight with technical excellence in mixed-methods research, evaluations, and program systems. Experienced at securing and implementing multimillion-dollar awards, I have led work on advanced analytics, including synthetic controls and network analysis, and have published and presented widely. My approach centers on localization and equity—building sustainable partnerships with governments, academic institutions, and civil society to strengthen systems and capacity, improve performance, and promote evidence-informed investments. A native English speaker with full proficiency in Spanish, I bring cultural fluency, collaborative leadership, and a commitment to translating complex data into actionable insights that improve lives and advance global health outcomes. From designing MERL frameworks to mentoring teams and informing policy, I offer strategic vision, technical depth, and practical experience. In 2026 I joined the Louisiana Office of Public Health as Division Manager, Epidemiology & Evaluation, for the state’s chronic disease prevention and healthcare access portfolio. Until early 2025, I served as the technical director of Data for Impact (D4I) and Global Health Program Evaluation, Analysis, Research, and Learning (GH PEARL). These USAID-funded projects, with a combined ceiling of $150 million, designed and implemented program and strategy evaluations and other evidence generation and use activities in support of better health and survival in low- and middle-income countries around the world.Views expressed here are my own.
