As Executive Vice Chancellor, I provide strategic leadership and direction for all administrative services of the San Bernardino Community College District, serving more than students. My responsibilities span financial planning and budgeting, facilities and construction, sustainability, legal affairs, compliance, contracts, purchasing, and general administration. I also serve as second-in-command to the Chancellor, supporting board governance, policy development, and district-wide strategic initiatives. Key Accomplishments and Leadership Highlights: Served as Interim Chancellor from December 2019 to July 2021, guiding SBCCD through the COVID-19 pandemic and leading the development of the SBCCD Safe Reopening Plan. Work closely with the Board of Trustees through the Finance Committee and Policies and Procedures Committee, addressing board priorities while fostering strong relationships and trust. Established the first-ever enterprise fund model at a California community college, creating a framework for long-term financial sustainability. Built an investment portfolio that includes three commercial buildings valued at $50 million and an investment trust exceeding $100 million, generating millions annually in revenue for SBCCD. Chair the District’s Budget Committee and Policies and Procedures Committee, driving fiscal strategy, program review, board policy development, and administrative procedure updates in alignment with the District’s strategic and educational master plans. Provide leadership in fiscal services, including budgeting, financial reporting, payroll, audits, and the interpretation of complex financial data. Oversee purchasing, contracts, and fixed asset management with a focus on efficiency and accountability. Direct facilities planning and construction, including local bond initiatives, capital outlay, deferred maintenance, and sustainability projects.
