Serve as general counsel and special counsel to local governments, intergovernmental authorities, and special districts, providing legal counsel regarding all aspects of administration and operation including local, state and federal statutory and regulatory compliance; annual budget process; real estate transactions; audits; public finance; planning, construction, operation and maintenance of public infrastructure; and the provision of public services. Draft, negotiate and interpret cooperative funding and project delivery agreements for small to large public infrastructure construction projects including water, sanitary sewer, stormwater, street, highway, park and recreation, trails, open space and other infrastructure. Perform diligence review and analysis, and prepare summary reports for real estate development including environmental assessments and analyses, water rights and water availability, utilities, oil and gas activities, encumbrances, overlapping tax entities and liabilities, public infrastructure and service needs. Counsel clients on various environmental compliance, land use and regulatory matters including National Environmental Policy Act (NEPA), Clean Water Act, Clean Air Act, Endangered Species Act, water rights and water conservation.
